Ignoring state views on NCTC unconstitutional: Jharkhand CM
4/16/2012 9:44:00 PM

New Delhi, April 16 (IANS) Jharkhand Chief Minister Arjun Munda Monday said ignoring the states' views on the controversial National Counter Terrorism Centre was unconstitutional and impractical.

There is need for better coordination between centre and state to deal with the terrorist incidents, said Munda, speaking at the internal security meet of all chief ministers here.

He said consultation was needed before going ahead with the NCTC because the agency would threaten the federal structure in its presents shape.

Before giving any shape to NCTC, the federal structure should be considered. Ignoring states view on NCTC is unconstitutional and impractical. I hope positive initiative will be taken on May 5 meeting on NCTC.

He said there was a need to evolve a mechanism at educational institutions to prevent youths from joining terrorists as in some cases trained youths are joining them in search of employment.
