New Delhi, July 18 (ANI): The Empowered Group of Ministers (EGoM), constituted to formulate the rules for the ensuing 2G auction of telecom spectrum, has postponed its decision on fixing the base price to Friday, after their Wednesday meeting here was rescheduled.
Speaking to media persons after the meeting, Telecom Minister Kapil Sibal said the decision on the reserve price and spectrum usage charges would be decided on Friday.
There was a discussion on the spectrum usage charges and the reserve price, and that discussion is incomplete because we had to disperse on account of the fact that we had to go to Parliament. That discussion will be continued on Friday morning, when the group will meet again at 10:30 a.m., Sibal informed.
The panel-headed by Home Minister P. Chidambaram-however, did arrive at a consensus on the rollout obligations for successful bidders.
We did decide on the issue of rollout obligations and under the new proposal, for those who acquire fresh spectrum, whether they are existing players or new players, the rollout obligation would be to cover 10 percent of the blocks in the third year, 20 percent of the blocks in the fourth year and 30 percent of the blocks in the fifth year and this will apply, of course naturally to the circles in which they have obtained spectrum, Sibal added.
